COUNTY OF HAWAII : •_ 5-,.'1 • STATE OF HAWAII <br /> .OF.H.'. <br /> RESOLUTION NO. 425 24 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF <br /> FIRST RESPONDERS FOR EXPENSES RELATING TO THE BLUE COURAGE <br /> TRAINING. <br /> WHEREAS, Friends of First Responders (FOFR) is a 501(c)(3) nonprofit organization <br /> whose purpose is to support the health and wellness of first responders and their families; and <br /> WHEREAS, FOFR works in collaboration with Hawai`i Island's first responder <br /> agencies, which include law enforcement, fire, emergency medical services, corrections, sheriffs, <br /> park rangers, and Civil Defense; and <br /> WHEREAS, FOFR is partnering with Blue Courage, who will provide training to <br /> promote mental, physical, spiritual, and emotional well-being and overall health of first <br /> responders from various agencies; and <br /> WHEREAS,the multi-agency, Blue Courage training will be held on April 13-16, 2024, <br /> in Waimea and will include specialized components to optimize individual performance through <br /> resilience, mindful and ethical decision making, and improved well-being, while embracing the <br /> positive and healthy aspects of the public-service culture; and <br /> WHEREAS, FOFR is requesting funds to help pay for expenses to implement the Blue <br /> Courage training, which include trainer fees and educational materials; and <br /> WHEREAS, one of the goals of the Police Department is to provide support for first <br /> responders; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br /> Contingency Relief funds from Council District 1 will be appropriated to the Police Department <br /> to provide a grant to the Friends of First Responders for expenses relating to the Blue Courage <br /> training. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
