REPORT OF THE <br /> LEGISLATIVE APPROVALS AND ACQUISITIONS COMMITTEE <br /> DATE: January 23, 2024 Re: Comm. No. 682/Res. No. 408-24 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 10:40 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution <br /> No. 408-24, reports as follows: <br /> Resolution No.408-24, transmitted by Council Member Jennifer Kagiwada, via Communication <br /> No. 682, dated December 29, 2023, authorizes the Director of Finance to enter into negotiations for <br /> the acquisition of lands and/or conservation easements for all or a portion of the property identified as <br /> Tax Map Key: 2-5-001:011, situated in the Ahupua`a of Punahoa, District of South Hilo, utilizing the <br /> Public Access, Open Space, and Natural Resources Preservation Fund. <br /> The County seeks to acquire approximately 1,052 acres of land to protect cultural and natural <br /> resources and open certain areas of the property for education, gathering, and cultural practices. The <br /> parcel is listed as priority number two in the 2023 Annual Report of the Public Access, Open Space, <br /> and Natural Resources Preservation Commission. <br /> Finance Property Manager Hamana Ventura was available in Chambers, as well as Toni Bissen, <br /> Executive Director of the Pal Foundation. Ms. Bissen provided information and background on the <br /> property.
