REQUEST: <br />A resolution authorizing the Office of the Mayor to enter into a multi -year MOA with the Hawai'i State Energy <br />Office to pursue a coalition application to the EPA's Climate Pollution Reduction Implementation Grant <br />program and to be a subrecipient of federal funds <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The EPA Climate Pollution Reduction Grant (CPRG) is a $5 billion dollar grant program allocated from the <br />2022 Inflation Reduction Act. The program is intended to spur nationwide climate action planning and <br />implementation of statewide Climate Action Plans through Phase 1 formula planning grants and Phase 2 <br />competitive implementation grants. The Hawai'i State Energy Office is the lead entity coordinating a <br />statewide coalition application for the Phase 2 competitive implementation grants and will be soliciting public <br />proposals for emissions mitigation projects via Request for Information. The Hawai'i County Department of <br />Research and Development will be coordinating with the Statewide coalition to create a joint application and <br />pursue funding for Hawai'i Island and statewide projects.
