65. Elevation of the Petition Area ranges from about <br />10 feet above mean sea level (msl) at Alii Drive to about 950 <br />feet above msl at the mauka boundaries. The topography is <br />characterized as being moderate sloping with the majority of the <br />Petition Area having gradients of less than 10 percent. <br />66. The climate in this section of Kona is generally <br />warm and semi -tropical. Seasonal changes are mild and fairly <br />uniform, except for certain times during the winter months. The <br />average annual temperature is 75 degrees Fahrenheit, with an <br />average high of 83 degrees Fahrenheit and an average low of 67 <br />degrees Fahrenheit. <br />67. The annual rainfall ranges from 25 to 30 inches on <br />the lower (makai) section to 50 inches on the upper section <br />(mauka). The wetter periods of the year usually occur during the <br />months of May to September. <br />68. The Kona coast is largely sheltered from the <br />predominant trade wind system by the land masses of Hualalai, <br />Mauna Kea and Mauna Loa. The prevailing pattern is on -shore <br />winds in the morning and early afternoon, then becoming off -shore <br />breezes in the late afternoon and evening. Relative humidity is <br />generally stable with the daily average ranging from 71 to 77 <br />percent. <br />69. The Petition Area lies within Zone 4 of the hazard <br />zone for lava flows as identified by the United States Geological <br />Survey. <br />
