Series A is <br />the most conservative projection, which assumes the demise of the <br />sugar industry and a growth rate of 2 percent per annum. Series <br />C projection is an optimistic projection, which assumes an <br />average annual growth rate of 4.7 percent. In comparison with <br />North Kona, the General Plan's population projection for the <br />entire island in the year 2005 ranges from 173,000 (Series A) to <br />258,000 (Series C). At a conservative estimate of 4 units per <br />acre, the Petition Area could provide approximately 3,800 <br />dwelling units. Based on a calculation of 2.86 persons per <br />household (1990 Census figures), the Petition Area alone could <br />result in a population increase of about 11,000 persons. <br />91. The urbanization of the Petition Area will provide <br />jobs and housing for the residents of Kona and the West Hawaii <br />region and for others who desire to migrate to the island. <br />Within the context of population projections contained in the <br />County of Hawaii General Plan, the provision of housing and jobs <br />will serve to support projected population increases, including <br />in -migration. <br />32.
