Kunz, Housing Administrator <br />FROM: Department of Public Works, Engineering Division <br />SUBJECT: KUAKINI HEIGHTS AFFORDABLE HOUSING <br />TMK: 7-5-003:007, 008, and 009 <br />We have reviewed your submittal and offer the following comments: <br />1. All activities shall comply with the requirements of Hawaii County Code (HCC), Chapter 10, <br />Erosion and Sedimentary Control. <br />2. All development -generated runoff shall be disposed of on site and not directed toward any <br />adjacent properties. A drainage study shall be prepared and the recommended drainage <br />system shall be constructed meeting the approval of the Department of Public Works, <br />Engineering Division. <br />3. The subject parcels are in areas designated as Flood Zone X and A on the Flood Insurance <br />Rate Map (FIRM) by the Federal Emergency Management Agency (FEMA). <br />a) Zone X is an area determined to be outside the 500 -year floodplain. <br />b) Zone A is the special flood hazard area that corresponds to the one hundred -year <br />floodplains that are determined in the Flood Insurance Study by approximate methods. <br />Because detailed hydraulic analyses are not performed for such areas, base flood <br />elevations or depths have not been determined within this zone. <br />4. There is currently no connection to Hale Kapili Street from these properties. All connections <br />and construction with Hale Kapili Street shall conform to Chapter 22, County Streets, of the <br />Hawaii County Code and include the provision of adequate sight distances that shall meet <br />with the approval of the Department of Public Works, Engineering Division. <br />5. Request to be exempt from Ch. 10 permit fees is not uncommon from other affordable housing <br />projects. <br />6. We believe the minimum road improvement requirements codified within Chapter 23 of the <br />Hawaii County Code provide public welfare and safety and therefore we reject the request to <br />be exempt from sidewalks on both sides of the street which is standard for the number of lots <br />accessing it and the size of the lots. <br />Questions may be referred to Robyn Matsumoto at 961-8924. <br />County of HRwaii iC an F niml Onnnrhenity 9rnvirdr•r and P—In—, <br />
