•.JNZY OS H,., <br /> COUNTY OF HAWAI I ; ' STATE OF HAWAI I <br /> RESOLUTION NO. 4°7O 24 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND <br /> RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH <br /> EXPENSES RELATING TO THE HALA FESTIVAL AT THE MAKU`U FARMERS <br /> MARKET. <br /> WHEREAS, Big Island Resource Conservation and Development Council (BIRCDC) is a <br /> 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of <br /> Hawai`i Island through the sponsorship of festivals,programs, and special events unique to this <br /> island; and <br /> WHEREAS, BIRCDC is the fiscal sponsor of the Hala Festival that is scheduled to take <br /> place on Saturday, May 18, 2024, at the Maku`u Farmers Market; and <br /> WHEREAS, the festival is a collaborative effort between the Revitalize Puna Cultural <br /> and Built Environment Resilience Capacity Areas, coordinated by the Big Island Invasive Species <br /> Committee and Pohaku Pelemaka,that aims to address the need to protect and preserve hala <br /> (pandanus) forests,particularly those in Lower Puna, which are facing impacts from invasive <br /> species and habitat loss due to growing development within the district; and <br /> WHEREAS, the festival aims to celebrate the rich cultural heritage and ecological <br /> importance of the hala plant in a manner that fosters community cohesion through education; and <br /> WHEREAS, BIRCDC is requesting funds to cover expenses that includes the venue <br /> rental fee of Maku`u Farmers Market, graphic design services for marketing and promotional <br /> efforts, weaving experts and materials for four lauhala workshops, live entertainment, and leis to <br /> honor special guests and musicians; and <br /> WHEREAS, the Department of Liquor Control supports organizations that provide <br /> programs,projects, or activities in a drug-free and alcohol-free environment; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br /> Contingency Relief funds from Council District 4 will be appropriated to the Department of <br /> Liquor Control to provide a grant to Big Island Resource Conservation and Development Council <br /> to assist with expenses relating to the Hala Festival at the Maku`u Farmers Market. <br />
