REPORT OF THE
COMMITTEE ON FINANCE
DATE: March 19, 2024 Re: Comm.No. 766/Bill No. 141
PLACE: Council Chambers
Kailua-Kona, Hawai`i
TIME: 10:08 a.m.
Council Chair and Members
Hawai`i County Council
Hilo, Hawai`i 96720
Your Committee on Finance,to which was referred Bill No. 141,reports as follows:
Bill No. 141,transmitted by Finance Director Diane Nakagawa, via Communication No. 766 dated
March 1, 2024, amends Ordinance No. 23-50, as amended, the Operating Budget for the County
of Hawai`i for the fiscal year ending June 30, 2024.
This bill increases revenues in the Elderly Recreation Services account($55,000); and appropriates the
same to the Elderly Recreation Services account, for a total appropriation of$195,000. Funds would be
used to provide recreational classes to seniors 55 years of age and older.
Committee Chair Matt Kaneali`i-Kleinfelder asked the Department of Parks and Recreation to provide
a brief background on this measure.
Elderly Activities Director Roann Okamura and Business Manager Reid Sewake appeared in the Hilo
Council Chambers. Ms. Okamura provided a brief overview.
Committee Member Ashley L. Kierkiewicz asked if this would include an expansion. Ms. Okamura
stated that the only area they currently don't service is Kailua-Kona. Ms. Kierkiewicz asked
Ms. Okamura what the cost was for Kupuna to attend these classes. Ms. Okamura stated it was $10 for
ten weeks. Ms. Okamura indicated that they planned to incorporate a slight price increase soon.
Ms. Kierkiewicz said she hopes the increase is not too high as some of the Kupuna are on a fixed
income.
Committee Member Susan L. K. Lee Loy asked if Ms. Okamura had any thoughts on additional
funding they could receive to help offset a price increase. Ms. Okamura shared some of her thoughts
on that matter. Ms. Lee Loy asked for an update on the equipment we provide for this program.
Mr. Sewake provided a brief overview.
Committee Chair Matt Kaneali`i-Kleinfelder commended Ms. Okamura on the department's ability
to provide these services to the community.
FC Report No.150
