. .... <br /> COUNTY OF HAWAI`I STATE OF HAWAI`I <br /> 44 OF.H'� <br /> RESOLUTION NO. 480 24 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS <br /> COMMUNITY DEVELOPMENT GROUP FOR THE 2024 HILO LEI DAY FESTIVAL <br /> AT KALAKAUA PARK. <br /> WHEREAS, the Grassroots Community Development Group (GCDG) is a 501(c)(3) <br /> nonprofit organization that works to strengthen communities through the cooperative <br /> development of programs and services for East Hawai`i, especially for youth and families; and <br /> WHEREAS,the Hilo Lei Day Festival has been held for 19 years in downtown Hilo <br /> celebrating lei culture, with this year's event being held on May 1, 2024, at Kalakaua Park; and <br /> WHEREAS, GCDG is working in partnership with Hilo Lei Day Festival for this free <br /> community event, sharing traditional lei making and its cultural foundation based in agriculture, <br /> native plants, and medicinal lore in honor and perpetuation of the Hawaiian culture; and <br /> WHEREAS, GCDG is requesting funds for a master of ceremony, halau hula, and a <br /> Kahu honoraria; and <br /> WHEREAS, the Department of Liquor Control supports organizations that promote <br /> family-friendly events and activities in a drug-free and alcohol-free environment; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 1 will be appropriated to the Department of <br /> Liquor Control to provide a grant to the Grassroots Community Development Group for the 2024 <br /> Hilo Lei Day Festival. <br /> BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby <br /> transfers/appropriates the following amount as set forth below: <br />
