-iv� F N� <br />COUNTY OF HAWAVI STATE OF HAWAII <br />�rE14f.NAi}Y <br />RESOLUTION NO. 484 24 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND <br />RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH <br />EXPENSES RELATING TO THE HALA FESTIVAL AT THE MAKU`U FARMERS <br />MARKET. <br />WHEREAS, Big Island Resource Conservation and Development Council (BIRCDC) is a <br />501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of <br />Hawaii Island through the sponsorship of festivals, programs, and special events unique to this <br />island; and <br />WHEREAS, BIRCDC is the fiscal sponsor of the Hala Festival, which is coordinated by <br />the Big Island Invasive Species Committee and Pohaku Pelemaka to celebrate the rich cultural <br />heritage and ecological importance of hala (Pandanus tectorius) and to foster community cohesion <br />through education on preserving and protecting hala fiom invasive species and habitat loss; and <br />WHEREAS, the Hala Festival is a free, community event scheduled to take place on <br />Saturday, May 18, 2024, at the Maku`u Farmers Market; and <br />WHEREAS, BIRCDC is requesting funds to cover expenses for event media services <br />(photography, videography, and social media), printing services for stickers and banners, cultural <br />experts for the opening ceremony and lauhala weaving workshops, weaving materials, live <br />entertainment, and rental of sound system equipment; and <br />WHEREAS, the Department of Liquor Control supports organizations that provide <br />programs, projects, or activities in a drug -free and alcohol -free environment; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAYI that <br />Contingency Relief finds from Council District 3 will be appropriated to the Department of <br />Liquor Control to provide a grant to Big Island Resource Conservation and Development Council <br />to assist with expenses relating to the Hala Festival at the Maku`u Farmers Market. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
