<br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
<br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
<br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAMAKUA HEALTH
<br /> CENTER,INC., FOR THE 2024 HONOKA`A WESTERN WEEK FESTIVAL.
<br /> WHEREAS, Hamakua Health Center, Inc. (HHC), is a 501(c)(3) nonprofit organization
<br /> that serves Hawaii Island by providing accessible, affordable, quality health care, and
<br /> educational services with an emphasis on individual and community wellness; and
<br /> WHEREAS, HHC is partnering with the Honoka`a Business Association to organize the
<br /> 2024 Honoka`a Western Week festival, which is a celebration of paniolo culture that fosters a
<br /> true sense of community,tradition, and pride; and
<br /> WHEREAS,this event, attended annually by thousands of Hawaii Island residents and
<br /> visitors, has increased economic tourism for Hawai`i Island by promoting Honoka`a town as a
<br /> tourist destination; and
<br /> WHEREAS,the 2024 Honoka`a Western Week festival will be held May 18-27,
<br /> showcasing and promoting the rich and diverse cultural resources of Hawai`i Island, making
<br /> positive contributions to the quality of life for its residents and visitors; and
<br /> WHEREAS, events and activities during the festival include a parade, a block party with
<br /> food and vendor booths, cooking competitions with public tasting,talent performances, rodeo,
<br /> historical photo displays, and paniolo music; and
<br /> WHEREAS, HHC is requesting funds to help with public outreach, and the following
<br /> equipment rentals: audio visual sound system, lighting, stage,tents,portable toilets, and trash
<br /> dumpsters; and
<br /> WHEREAS,the Department of Parks and Recreation supports this outreach event as it
<br /> falls within its Culture and Education program to promote,perpetuate, and encourage activities
<br /> and programs in culture, art, history, and humanities; and
<br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
<br /> Contingency Relief funds shall be transferred to an accepting County department/agency via
<br /> resolution identifying the nonprofit organization and the specific program, project, event, activity,
<br /> service, equipment, materials, or supplies for which the grant shall be used; now,therefore,
<br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
<br /> Contingency Relief funds from Council District 1 will be appropriated to the Department of
<br /> Parks and Recreation to provide a grant to Hamakua Health Center, Inc.,to help fund the 2024
<br /> Honoka`a Western Week festival.
