REQUEST: <br />We are seeking approval to initiate a Memorandum of Agreement with the State of Hawaii, Department of <br />Corrections & Rehabilitation, with the objective of facilitating the issuance and production of REAL ID - <br />compliant State Civil Identification cards for offenders before their release from prison. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />This Memorandum of Agreement establishes a collaborative framework between the Department of <br />Corrections & Rehabilitation (DCR) and the Department of Finance, Vehicle Registration & Licensing <br />Division (VRL) aiming to streamline the issuance and production of State Civil Identification cards for <br />individuals transitioning through the re-entry phase of their rehabilitation process. <br />Possessing a State Civil Identification card upon release will afford these individuals the opportunity to utilize <br />this credential for securing employment, housing, medical assistance, and various other essential services. <br />VRL personnel will not directly interact with offenders; instead, all interactions will occur exclusively between <br />authorized DCR personnel. DCR staff will be responsible for collecting all necessary documents and fees, <br />which will then be presented to authorized VRL staff for processing. <br />VRL and DCR will both have access to remote -control capabilities on the equipment, enabling VRL staff to <br />observe the processing of offenders conducted by DCR personnel. <br />This Agreement entails no associated costs. <br />SIGNED: DATE: <br />Department Head <br />
