JULY 25, 2000 <br /> <br /> - TESTIMONY ON BILL 214 DRAFT 2 <br /> Good morning, I'm Sergeant James Sanborn, Community Policing Coordinator, Hawaii <br /> County Police Department, and I wish to provide the Council with a brief history of the <br /> ongoing problems being confronted by our ofScers in the Kona District regarding the <br /> abandonment of personal property within our County Parks. <br /> This problem has existed for about 3-4 years but most recently numerous complaints <br /> have come to our attention at Kahaluu Beach Park and Magic Sands Beach Park. At <br /> these locations, separate individuals have been found to be responsible for leaving their <br /> belongings within the boundaries of the park. <br /> At Kahaluu Beach Park, a local male has been leaving his property in the vicinity of the <br /> main pavilion. He's also been utilizing the kitchen facility for his personal use. As a <br /> result, community members, who have rented the facility, are unable to set up for their <br /> function without first removing this individual's property. This individual has received <br /> numerous warnings to remove his property. When police respond to complaints, it has <br /> been a "cat & mouse game" in making contact with him. <br /> A similar situation exists at Magic Sands Beach Park with another local male, who <br /> considers himself homeless, and has erected a temporary wood and tarp structure on park <br /> property. This individual has also been asked on numerous occasions to remove his <br /> property however he's claimed his sovereign right to remain on the property. <br /> We encourage approval of this Bill, which would surely provide a means for expeditious <br /> removal of abandoned property from our County Parks and hopefully discourage others <br /> from similar behavior.
