..4OJN`y OF \���•� <br /> COUNTY OF HAWAI`I +' �: STATE OF HAWAI`I <br /> +TE OF•NF'... <br /> RESOLUTION NO. 541 24 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO SUPPORT THE DEPARTMENT OF RESEARCH <br /> AND DEVELOPMENT'S BUSINESS AND INDUSTRY DEVELOPMENT PROGRAMS <br /> FOR SMALL BUSINESS SUPPORT PROJECT. <br /> WHEREAS, one of the goals of the Department of Research and Development is to <br /> support initiatives that improve Hawai`i Island through collaboration with public and private <br /> partners; and <br /> WHEREAS,the Department of Research and Development's Business and Industry <br /> Development Program supports a regenerative economy and island-grown business by <br /> transforming government processes, sharing information, supporting collaboration, and <br /> providing resources across our community for residents from birth through entrepreneurship; and <br /> WHEREAS, Hawai`i is a small market, so growth is limited if businesses sell only <br /> locally and exporting helps diversify the client base and grow Hawai`i companies; and <br /> WHEREAS, the U.S. Small Business Administration states that, nearly 96% of <br /> consumers live outside the United States, and two-thirds of the world's purchasing power is in <br /> foreign countries; and <br /> WHEREAS, Hawai`i County businesses require assistance in navigating international <br /> trade opportunities including trade shows, exporting, importing, food technology, and shipping; <br /> and <br /> WHEREAS, the Department of Research and Development is requesting funds to <br /> support small businesses and residents of Hawai`i County by providing technical assistance with <br /> export readiness training, Hazard Analysis Critical Control Point(HAACP)plans, food science, <br /> and labeling requirements in preparation for local products entering domestic and foreign <br /> markets; and <br /> WHEREAS, the Department of Research and Development shall deliver these services <br /> through various programs, investing in local economy and strengthening existing bonds in <br /> foreign markets; now,therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br /> Contingency Relief funds from Council District 5 will be appropriated to the Department of <br /> Research and Development to support its Business and Industry Development Program for small <br /> business support project. <br />
