COUNTY OF HAWAI`I " R_• STATE OF HAWAI`I <br /> .. <br /> RESOLUTION NO. 634 16 EXHIEITA <br /> A RESOLUTION RELATING TO A COUNCIL INITIATED IMPROVEMENT <br /> DISTRICT TO FACILITATE CONSTRUCTION OF PERMANENT IMPROVEMENTS <br /> TO IKI PLACE AT KOHANAIKI HOMESTEADS,KOHANAIKI,NORTH KONA, <br /> HAWAI`I,INCLUDING IMPROVEMENT OF THE WATER DISTRIBUTION SYSTEM <br /> TO COUNTY STANDARDS,IN ACCORDANCE WITH CHAPTER 12 OF THE <br /> HAWAI`I COUNTY CODE 1983 (2005 EDITION,AS AMENDED) RELATING TO <br /> IMPROVEMENTS BY ASSESSMENTS. <br /> WHEREAS, it has been brought to the attention of the Council that the water <br /> distribution system to Iki Place at Kohanaiki Homesteads, Kohanaiki,North Kona, Hawai`i, is <br /> not constructed to County standards; and <br /> WHEREAS, property owners at Iki Place, Kohanaiki Homesteads,have privately <br /> installed individual plastic water pipelines that begin at the intersection of Hawai`i Belt Road, <br /> run west along Hale Pule Road to the Iki Place intersection, and continue south along Iki Place to <br /> each home in order to receive County water, as shown in the attached Exhibit A; and <br /> WHEREAS, a single length of pipeline installed by Iki Place property owners from its <br /> beginning point at Hawai`i Belt Road and ending at the southern-most lot of Iki Place exceeds <br /> 3,000 linear feet; and <br /> WHEREAS,the plastic water pipelines have been installed by property owners since <br /> approximately 1984,and age and exposure to the natural elements of wind, sun, and rain have <br /> caused the pipelines to deteriorate at an alarming rate,thereby demanding constant costly repairs; <br /> and <br /> WHEREAS, 15 of the 18 property owners at Iki Place have expressed support for their <br /> Council representative to proceed with the initiation of a water improvement district project via <br /> resolution,and the remaining three property owners have not responded; and <br />
