c South Hilo <br />cl Ka`u <br />c Kohala <br />Kona <br />Puna <br />Section 6- Penalties. <br />Any bicycle lour bL[Siness that operates a coniniercial bicycle totll' oil a prohibited highway <br />shall be subject to: <br />(1) A (isle of not more than $500 fair the first offense; and <br />(2) A fide of not less than $1,000 per bicycle fer the second or subsequent offense <br />coniniitted within one year of the clale of the first offense. <br />Section 6- Disposition of funds. <br />All monies collected under this article shall be deposited into file general fund and used <br />MILIsively for supporting bicycle and pedestrian safety educatioll. <br />Section 6- Adininistr'ative rules. <br />The director of finance niay adopt administrative rules pursuant to chapter 91, l-Iawai`i <br />Revised Statutes, as may be necessary to inlplenlent this article." <br />SECTION 3. Severability. If any provision of this ordinance, or the application thereof to <br />any person 01' Ci1'CUnlStal1Ce, is held invalid, the invalidity does not affect other provisions or <br />applications of the ordinance w}lich can be given effect %vithout tie invalid provision or <br />application, and to this end tte provisions of this ordinance are severable. <br />SECTION 4.
