Despite the <br />Director's initial unfavorable reconunendation, the Commission suggested that the County <br />Council collaborate with the Director to enhance the Change of Zone conditioning process. They <br />highlighted three specific areas for improvement, further discussion of which was included in the <br />Director's recommendation report: <br />i. Strengthen/clarify standard performance conditions (Item #1 on page 4 of the Planning <br />Director's Recommendation). <br />2. Add tolling language to tithed conditions (Item 92 on page 6 of the Planning Director's <br />Recommendation). <br />3.
