No. 918/Bill No. 176 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:30 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Governmental Operations and External Affairs, to which was referred <br /> Bill No. 176, reports as follows: <br /> Bill No. 176, introduced by Council Member Holeka Goro Inaba via Communication No. 918, <br /> dated June 10, 2024, amends Chapter 2, Article 25, of the Hawai`i County Code 1983 (2016 <br /> Edition, as amended), relating to appropriation of funds to nonprofit organizations. <br /> This bill adds and amends existing definitions and amends provisions regulating requirements for <br /> nonprofit organizations to be eligible for County funding, conditions placed on the receipt of <br /> grant awards, and the procedures for the awarding of grants. <br /> Member Inaba invited Hawai`i County Auditor Tyler Benner, who was present in Hilo <br /> Chambers,to present the results of the Grant-In-Aid(Waiwai Grant) Review of awards for the <br /> Fiscal Year 2022-2023. <br /> Member Inaba explained the provisions contained within the bill and moved to amend Bill 176 <br /> with the contents of Communication No. 918.4. After the provisions contained within the <br /> amendment were stated, the committee passed the motion unanimously, with Members Galimba <br /> and Villegas absent. <br /> Hawaii County Finance Director Diane Nakagawa was present in Hilo Chambers and provided <br /> information regarding the background and purpose of the resolution. <br /> In response to Member Jennifer Kagiwada's inquiry regarding internal improvements to the <br /> Waiwai Grant process, Member Inaba answered that he submitted a communication to stand up <br /> an ad-hoc group to address areas of improvement. <br /> GOEAC Report No. 147 <br />
