REQUEST: <br /> Flawail Fire Department requests approval to enter a Memorandum of Agreement between the County and the <br /> State to allow the State Airport Rescue Firefighting Unit(ARFF)to attend classes and/or use it training <br /> facilities, <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> This agreement will facilitate joint recruit classes between the Hawai'i Fire Department and State ARFF. The document <br /> clarifies the roles of each entity to address firefighter recruit training Responsibilities of both agencies must be clear to <br /> maintain this mutually beneficial partnership. <br /> This agreement aligns with the"MOA Mutual Assistance for Fire Suppression"between the County and the State, <br /> which permits the County to allow the State Airports Rescue Firefighting Unit to attend classes and/or use its training <br /> facilities. • <br /> Both parties have met and discussed that the County firefighter recruit training program is designed specifically for the <br /> County, in association with the State. <br /> 1. The County will deliver the Recruit Training Program in accordance with State ProB.oard Certification,to include <br /> Aircraft Rescue Firefighting. <br /> 2 State firefighter recruits are required to have medical clearance in accordance with the INFFPA Standard 1582, <br /> 3. State firefighter recruits are required to acquire necessary certifications,documents,and records to participate in <br /> class. This includes pulmonary, medical,and immunizatibn records to attend and complete firefighting and Emergency <br /> Medical Technician training. <br /> 4. Duration of the entire recruit training program is 52 weeks. <br /> 5. State firefighter recruits will be taught and tested on firefighting techniques and tasks required of a County firefighter <br /> recruit <br /> 6. The State will issue State firefighter recruits NFPA 1971 compliant personal protective equipment,other relevant <br /> required equipment,and required training manuals. <br /> 7. State firefighter recruits shall be treated no differently than County firefighter recruits,to include conduct, <br /> performance, and participation. <br /> 8. State firefighter recruits will be subject to random drug and alcohol testing in accordance with the current BU 11 <br /> MOA. <br /> 9, The State shall be responsible for damage or injury caused by the State's officers,agents,and/or employees <br /> 10.
