No. 930/13111 No. 180
Your Committee on Finance, to which was referred Bill No. 180, reports as follows:
Bill No. 180, transmitted by Committee Member Matt Kdneali'i-Kleint'elder via Communication
No. 930, dated June 27, 2024, amends Ordinance No. 24-33, as amended, relating to public
improvements and financing thereof for the fiscal year July 1, 2024, to June 30, 2025.
This bill adds the Police Department Hawaii County Morgue project ($1.5 million) to the Capital
Budget. Funds for this project shall be provided from General Obligation Bonds, Capital Projects Fund
— Fund Balance and/or other Sources.
Police Major Sherry Bird and Corporation Counsel Dakota Frenz were available in the Hilo Chambers
for questions.
Committee Chair Matt Kdneali'i-Kleinfelder provided background on this matter and asked Ms. Bird to
give an overview of its importance. Ms. Bird stated that the Hilo Benioff Medical Center has allowed
the department to use its morgue for years and will no longer be able to accommodate the department,
and it is now essential for the Police Department to acquire its own space to accommodate these needs.
Committee Member Jenn Kagiwada asked if these funds were meant to fund a temporary space, to
which Mr. Kdneali'i-Kleinfel der replied that they were intended to fund its permanent location.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 180, and recommends
its passage on first reading.
1kh
AYES
NOES
ABS
EX
EVANS
x
GALIMBA
x
INABA
x
KAGIWADA
x
KANEALI'l-KI,EINFELDER
x
KIERKIEWICZ
x
KIMBALL
x
LEE LOY
x
VILLEGAS
x
Respectfully submitted,
COMMITTEE ON FINANCE
MATKANE,, I'l-KLEINFELDER,
CHAIR
FC REPORT NO.: 178
ADOPTED: —AUG a 7 2024
