The free events will promote the use of alternative modes of transportation, provide hands-on activities and <br />educational materials to promote pedestrian and bicycle safety; and introduce the community to the interconnectivity <br />provided by the trail system in their vicinity. The period of performance end date is December 31, 2025. <br />Request a bill to appropriate the $96,000. The account numbers are as follows: <br />Revenue: 010.3310.44 <br />Expenditure: 010.111.5111.78 <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED <br />The Mayor's office was awarded $96,000.00 in federal funds from FHWA (Transportation Alternative Program (TAP)) <br />for the Trek The Trails project to activate Hawai'i Island's multimodal trails and promote the use of alternative modes of <br />transportation, provide hands-on activities and educational materials to promote pedestrian and bicycle safety, and <br />introduce the community to the interconnectivity provided by the trail system in their vicinity. <br />Over the past thirty years, the County of Hawaii has made efforts to increase safe bicycling and pedestrian facilities. <br />Most notably, with the creation of two off -road multi -use path systems Hilo Bayfront Trail (Hilo) and Queen's Lei (Kona). <br />These multimodal trails are especially important because they connect crucial housing, education, and business <br />districts to each other. Additionally, in 2021, the HDOT Bike Plan Refresh Survey showed that Hawai'i County residents <br />preferred Protected Bike Lanes and Multimodal trails to any other form of bicycling facility. Improving community <br />awareness of these trails will increase use of the trails. <br />The goal is to bring the community together to learn more about the multimodal transportation options available to them <br />and how to safely access those alternative transportation options in a place they feel most comfortable on these <br />multimodal trails. <br />These events will be an effective and efficient use of funds, incorporating lessons learned from previous Trek the Trails <br />events by the Mayor's Office. Over 3,000 people attended the previous events and similar numbers are anticipated for <br />the proposed events.
