ORDINANCE NO. BILL NO. 2921 AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO B-2023-891, AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE COUNTY OF KAUA`I, STATE OF HAWAI`I, FOR THE FISCAL YEAR JULY 1, 2023 THROUGH JUNE 30, 2024, FOR THE PURPOSES OF FUNDING EMERGENCY EXPENDITURES CAUSED BY HEAVY RAINS AND SEVERE FLOODING WHICH STARTED ON APRIL 11, 2024, BY REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND __ BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE OF HAWAII : SECTION 1. Findings and Purpose. On April 11, 2024, the County of Kauai was hit by heavy rains and severe flooding which destroyed or severely damaged public and private property. On April 12, 2024, Acting Mayor Reiko Matsuyama declared a state of emergency, and determined that severe damage to public and private property has occurred. Governor Josh Green, M.D., also issued a disaster Proclamation on April 12, 2024, in order to provide emergency response and disaster relief due to heavy rains, flooding, and landslides impacting the people of Kauai. The purpose of this Emergency. Ordinance is to provide funding for emergency expenditures to meet the public emergency caused by these heavy rains and flooding. SECTION 2. That pursuant to Sec. 19.07B and Sec. 19.10A of the Charter of the County of Kaua'i, as amended, Ordinance No. B-2023-891, as amended, relating to the Operating Budget of the County of Kauai, State of Hawaii, for the fiscal year July 1, 2023 through June 30, 2024, be hereby amended as follows: The sum of $2,000,000.00 by revising the amounts estimated in the General Fund from the following accounts: Equity/ Fund Balance — Committed (Disaster Reserve) [$2,000,000] Be and is hereby appropriated for the following purposes: Finance /Administration— Special Projects (RAIN24) $2,000,000 1 Bill No. 2921
