ORDINANCE NO. BILL NO. 2921 <br /> AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO B-2023-891, <br /> AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE <br /> COUNTY OF KAUA`I, STATE OF HAWAI`I, FOR THE FISCAL YEAR <br /> JULY 1, 2023 THROUGH JUNE 30, 2024, FOR THE PURPOSES OF <br /> FUNDING EMERGENCY EXPENDITURES CAUSED BY HEAVY RAINS <br /> AND SEVERE FLOODING WHICH STARTED ON APRIL 11, 2024, <br /> BY REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND __ <br /> BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF KAUAI, STATE <br /> OF HAWAII : <br /> SECTION 1. Findings and Purpose. On April 11, 2024, the County of <br /> Kauai was hit by heavy rains and severe flooding which destroyed or severely <br /> damaged public and private property. On April 12, 2024, Acting Mayor Reiko <br /> Matsuyama declared a state of emergency, and determined that severe damage to <br /> public and private property has occurred. Governor Josh Green, M.D., also issued a <br /> disaster Proclamation on April 12, 2024, in order to provide emergency response <br /> and disaster relief due to heavy rains, flooding, and landslides impacting the people <br /> of Kauai. <br /> The purpose of this Emergency. Ordinance is to provide funding for <br /> emergency expenditures to meet the public emergency caused by these heavy rains <br /> and flooding. <br /> SECTION 2. That pursuant to Sec. 19.07B and Sec. 19.10A of the <br /> Charter of the County of Kaua'i, as amended, Ordinance No. B-2023-891, as <br /> amended, relating to the Operating Budget of the County of Kauai, State of <br /> Hawaii, for the fiscal year July 1, 2023 through June 30, 2024, be hereby amended <br /> as follows: <br /> The sum of $2,000,000.00 by revising the amounts estimated in the General <br /> Fund from the following accounts: <br /> Equity/ Fund Balance — Committed (Disaster Reserve) [$2,000,000] <br /> Be and is hereby appropriated for the following purposes: <br /> Finance /Administration— Special Projects (RAIN24) $2,000,000 <br /> 1 <br /> Bill No. 2921 <br />
