REQUEST: <br /> The Department of Research &Development(R&D) requests a resolution authorizing the County to enter <br /> into an intergovermental agreement with the State of Hawaii Department of Health (DOH) to receive and <br /> administer National Opioid Settlement Funds specifically allocated for the County(County's direct share). <br /> The Department of R&D also requests a bill for ordinance to amend Ordinance 2024-32 the Operating <br /> Budget for Fiscal Year 2024-2025 to appropriate$925,000 of National Opiod Settelement Funds from the <br /> State of Hawaii DOH. <br /> Revenue Account#: 010.3310.75/Source: Federal Grants-Opioid Settlement Funds <br /> Expenditure Account#: 010.161.5163.51 /Function/Activity: Opioid Settlement Funds <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> In 2021 and 2022, a series of settlements were finalized to resolve lawsuits against pharmaceutical <br /> companies related to the opioid epidemic. Major distributors and manufacturers agreed to pay billions of <br /> dollars.As part of the National Opioid Settlement, participating states and local governments are expected to <br /> receive a total of$26 billion over 18 years. The State of Hawaii anticipates receiving approximately$78 <br /> million,with the County of Hawaii's direct share estimated at$2.1 million over the same period of 18 years. <br /> The$925,000 is the current balance available to the County of Hawaii. <br /> These funds are distributed to states and local governments, and spending must comply with the Hawaii <br /> MOA Strategy which reflects the National Opioid Settlement restrictions under the three categories of <br /> Treatment, Prevention and Other Initiatives. <br /> • <br /> SIGNED: DATE: 7/37-Zil <br /> Department Head <br />
