J�t�'uc.... <br /> COUNTY OF HAWAII +1 :' ! • STATE OF HAWAII <br /> �rF OF•N►'.1� <br /> RESOLUTION NO. 59S 24 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GOING HOME <br /> HAWAI`I FOR ITS HAWAII COUNTY SEQUENTIAL INTERCEPT MODEL <br /> REPORT. <br /> WHEREAS, Going Home Hawai`i is a 501(c)(3) nonprofit organization created to assist <br /> those that have been released from correctional institutions to reintegrate into the community; <br /> and <br /> WHEREAS, the "Sequential Intercept Model" (SIM) is a tool developed by the federal <br /> Substance Abuse and Mental Health Services Administration used to understand the landscape of <br /> behavioral health and justice systems, that details how individuals with mental and substance use <br /> disorders move through the criminal justice system; and <br /> WHEREAS, the SIM is supported by organizations such as the Substance Abuse and <br /> Mental Health Services Administration and local entities that focus on behavioral health and <br /> justice transformation, which includes Going Home Hawai`i; and <br /> WHEREAS, Going Home Hawai`i is requesting funds to assist with consulting fees for <br /> in-person meetings and information gathering in Kona and Hilo; interviews, site visits, formal <br /> presentation of findings and reports; publishing the final report; and transportation and lunches <br /> for meeting attendees, all of which is conducive to maintaining a supportive environment for <br /> restoration and recovery, thereby promoting reintegration into the community; and <br /> WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to improve the <br /> criminal justice system by identifying areas of need and working collaboratively with other <br /> criminal justice agencies and the community; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br /> Contingency Relief funds from Council District 8 will be appropriated to the Office of the <br /> Prosecuting Attorney to provide a grant to Going Home Hawai`i for expenses related to its <br /> Hawai`i County Sequential Intercept Model Report. <br />
