OJ�TYfOi N,! <br /> COUNTY OF HAWAI`I •fAk:'' I • STATE OF HAWAI`I <br /> '4 us•'U,'N <br /> RESOLUTION NO. 598 24 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE ISLAND OF <br /> HAWAI`I YMCA FOR EXPENSES RELATING TO PHASE 3 OF A MURAL PROJECT <br /> FOR ITS NEW HORIZONS YOUTH DEVELOPMENT PROGRAM. <br /> WHEREAS, the Island of Hawai`i YMCA is a 501(c)(3) nonprofit organization that <br /> supports local communities by implementing programs and activities in areas of youth <br /> development, healthy living, and social responsibility; and <br /> WHEREAS, the Island of Hawaii YMCA offers its New Horizons Youth Development <br /> Program throughout the year and fills the gap in services and programming for children who <br /> might lack access to supportive and enriching experiences during school intersessions, such as <br /> academic activities, diverse recreational pursuits, social and emotional development,physical <br /> and mental health initiatives, and safety measures; and <br /> WHEREAS, this year, participants in the New Horizons Youth Development Program <br /> are working with an artist to create a mural using 4' x 8' plyboards that are being installed in <br /> phases along the construction dust fence surrounding the property of the former Uncle Billy's <br /> Hilo Bay Hotel; and <br /> WHEREAS, additional plyboards are needed for Phase 3 of this mural project, which <br /> will be designed,painted,protected with an anti-graffiti coating, and installed along the dust <br /> fence before the end of this calendar year; and <br /> WHEREAS, the Island of Hawai`i YMCA is requesting funds for artist consultation, art <br /> materials and supplies, 25 plyboards, and delivery of the finished mural pieces to the former <br /> Uncle Billy's Hilo Bay Hotel; and <br /> WHEREAS, the Department of Liquor Control supports organizations that provide <br /> programs, projects, or activities in a drug-free and alcohol-free environment; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; now,therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br /> Contingency Relief funds from Council District 3 will be appropriated to the Department of <br /> Liquor Control to provide a grant to the Island of Hawai`i YMCA for expenses relating to <br /> Phase 3 of the mural project for its New Horizons Youth Development Program. <br />
