Form #:B-52 7/18/91 DEPARTMENT OF FINANCE REQUEST FOR COUNCIL ACTION Office of Sustainability, Climate, Equity & DEPARTMENT: Resilence, (OSCER) DATE 8/26/24 STAFF CONTACT: Bethany Morrison PHONE: (808) 865-8671 A resolution authorizing the Mayor to enter into an agreement with the State and Community Energy Programs, U.S, Department of Energy to accept grant funds in the amount of $228,640.00, and an ordinance amending Ordinance No. 24-32, the operating budget for the County of Hawaii for the 2024-2025 to appropriate the funds. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): State and Community Energy Programs from the U.S. Department of Energy has awarded the County of Hawai'i (Office of Sustainability, Climate, Equity & Resilience) $228,640.00 for the project period 8/01/24 through 07/31/2026. Funds will be used to create an Energy Management Plan for County of Hawaii facilities as part of a Facilities Conditions Assessment for facilities managed by Public Works and Parks and Recreation. This includes but is not limited to energy audits, building upgrades to county facilities, facilities audits and assessments, energy management, energy conservation, retrofit, energy strategy development and technical assistance. Assessment of facilities is critical to determine the appropriateness of energy efficiency and renewable energy efforts for facilities. This grant will support the County goal of this grant is to reduce emissions to the 2005 emissions to 50% below 2005 levels by 2030 for the entire island, be 100% carbon neutral by 2040 for the entire island, and to eventually power county facilities with 100% renewable energy. This grant will help the County optimize energy efficiency efforts and improve the identification and prioritization of capital improvements and maintenance projects. SIGNED: Y-DATE: � Department Head
