Form #:B-52 <br />7/18/91 <br />DEPARTMENT OF FINANCE <br />REQUEST FOR COUNCIL ACTION <br />Office of Sustainability, Climate, Equity & <br />DEPARTMENT: Resilence, (OSCER) DATE <br />8/26/24 <br />STAFF CONTACT: Bethany Morrison PHONE: (808) 865-8671 <br />A resolution authorizing the Mayor to enter into an agreement with the State and Community Energy <br />Programs, U.S, Department of Energy to accept grant funds in the amount of $228,640.00, and an ordinance <br />amending Ordinance No. 24-32, the operating budget for the County of Hawaii for the 2024-2025 to <br />appropriate the funds. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />State and Community Energy Programs from the U.S. Department of Energy has awarded the County of <br />Hawai'i (Office of Sustainability, Climate, Equity & Resilience) $228,640.00 for the project period 8/01/24 <br />through 07/31/2026. <br />Funds will be used to create an Energy Management Plan for County of Hawaii facilities as part of a <br />Facilities Conditions Assessment for facilities managed by Public Works and Parks and Recreation. This <br />includes but is not limited to energy audits, building upgrades to county facilities, facilities audits and <br />assessments, energy management, energy conservation, retrofit, energy strategy development and technical <br />assistance. Assessment of facilities is critical to determine the appropriateness of energy efficiency and <br />renewable energy efforts for facilities. <br />This grant will support the County goal of this grant is to reduce emissions to the 2005 emissions to 50% <br />below 2005 levels by 2030 for the entire island, be 100% carbon neutral by 2040 for the entire island, and to <br />eventually power county facilities with 100% renewable energy. This grant will help the County optimize <br />energy efficiency efforts and improve the identification and prioritization of capital improvements and <br />maintenance projects. <br />SIGNED: Y-DATE: <br />� Department Head <br />
