Form #: B-52
7/18/91
DEPARTMENT OF FINANCE
REQUEST FOR COUNCIL ACTION
DEPARTMENT: FIRE DATE:
8/23/2024
STAFF CONTACT: STACY DOMINGO PHONE: 808-430-2828
A. REQUEST:
We are requesting that two Fire Communications Officer 11 (1/ 2T) positions be changed from 1/ 2 time to Full
time for the purpose of reallocating the positions to a Fire Records Clerk and an Automotive Storekeeper.
Position Numbers:
1.) 00-05379
2.) 00-05380
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED}
In an effort to use a multi -faceted approach to address our critical staffing shortages in Fire Dispatch, two 1/2-
time positions were created to allow HFD to bring back retired or separated Fire Communications Officers on
part -time -status. Due to a lack of interest and complications with lapses in certifications, these positions
were not utilized, and we do not foresee a scenario in the future where we will need them. While our staffing
shortage is still critical due to the time it takes to train a class of Recruit Dispatchers, we are happy to report
that a class recently graduated, and the next class is scheduled to graduate in the Spring of 2025.
Due to changes in our operational needs, we would like to use the funds from these two positions to support
a Fire Records Clerk and an Automotive Storekeeper, Since the devastating wildfires of last August,
requests for fire records have skyrocketed, and our team needs help to keep up with the demand. With this
significant increase in requests for Fire Records, we believe a dedicated position will allow us to serve our
internal and external stakeholders best while at the same time maintaining compliance with the Uniform
Information Practices Act, chapter 92F, Hawai'i Revised Statutes.
Fire Apparatus are becoming increasingly expensive and lead times for production and delivery are now
exceeding twelve months. Currently, our Fire Mechanic Shop operates without any clerical support. This lack
of support hampers the efficiency of our mechanics, An Automotive Storekeeper will handle clerical duties,
such as initiating and receiving orders and tracking work progress and completion. By providing this support,
our mechanics can focus more on their core tasks, leading to a faster turnaround and potentially extending
the life of our frontline emergency response vehicles.
SIGNED: DATE: 61z_-7-
Department Head
