PCIA-13 Page 2 September 3,2024 <br /> There was a motion to postpone by Committee Member Evans with a second by Committee <br /> Member Rebecca Villegas to the meeting on July 23, 2024, and approved with 8 ayes and <br /> Committee Member Matt Kaneali`i-Kleinfelder excused. <br /> Policy Committee on Infrastructure and Assets Meeting of July 23,2024 <br /> Director Pause presented an overview of Communication 884.1, dated July 22, 2024. <br /> Committee Member Jennifer Kagiwada stated she cannot agree to making laws without <br /> enforcement. She also entertained the possibility of other people visiting other places of business <br /> in the surrounding area and taking up parking spaces. With only one parking attendant in Hilo, it <br /> would be virtually impossible for the attendant to monitor and enforce the 2-hour limit. <br /> Committee Member Evans questioned the option of covering the meters instead of pulling them <br /> out as a pilot program. <br /> • Chair Lee Loy stated the intent of this is to modernize the parking system and she would like to <br /> see more tailoring for this bill. <br /> A motion to postpone to September 3, 2024, was made with all members in agreement. <br /> Policy Committee on Infrastructure and Assets Meeting of September 3,2024 <br /> Committee Member Evans offered an amendment via Communication 884.2 to extend the <br /> effective date and give the Department of Public Works enough time to plan for implementation <br /> in January of 2025. All members present were in agreement. <br /> Committee Member Kagiwada stated she had concerns about being able to enforce the time limit <br /> fairly and consistently.
