0 <br />COUNTY OF HAWAII STATE OF HAWAVI <br />RESOLUTION No. 651 24 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAIIAN <br />VOLCANO EDUCATION AND RESILIENCE INSTITUTE TO SUPPORT THE <br />DIGITAL RESILIENCE AGAINST DISASTERS FOR ISLAND COMMUNITIES <br />TRAINING PROGRAM. <br />WHEREAS, Hawaiian Volcano Education and Resilience Institute (HVERI) is a <br />5 01 (c)(3) nonprofit organization whose mission is to improve disaster preparedness, response, <br />and recovery through volcano education and resilience network building; and <br />WHEREAS, the Digital Resilience Against Disasters for Island Communities training <br />program is designed to increase resilience of Hawaii Island communities by establishing an <br />online islandwide network of Digital Resilience Hubs and deploying qualified, pre -trained <br />volunteers to help facilitate communication and coordination during emergencies; and <br />WHEREAS, the training program offers free trainings to safeguard community from <br />digital threats with a specific focus on combating challenges posed by artificial intelligence; and <br />WHEREAS, the program uses verified community -sourced information to provide <br />reliable, actionable intelligence to the Hawaii County Civil Defense Agency and other <br />governmental agencies; and <br />WHEREAS, FIVERI is requesting funds to cover the costs of printed and digital <br />materials for the Social Media Moderation in Disasters (SMMID) half -day training seminar and <br />the two -week SMMID mentorship program, as well as materials and supplies for the SMMID <br />Training Exercise and Disaster Simulation, certification printing and distribution, and necessary <br />communication and coordination software; and <br />WHEREAS, one of the goals of the Department of Liquor Control is to support public <br />and youth programs that promote educational activities in a drug- and alcohol -free environment; <br />and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIJ that <br />Contingency Relief funds from Council District 4 will be appropriated to the Department of <br />Liquor Control to provide a grant to the Hawaiian Volcano Education and Resilience Institute to <br />support the Digital Resilience Against Disaster for Island Communities training program. <br />
