REPORT OF THE
COMMITTEE ON FINANCE
DATE: September 16, 2024 Re: Comm. No. 1018/Res. No. 612-24
PLACE: Council Chambers
Kailua-Kona, Hawai`i
TIME: 3:01 p.m.
Council Chair and Members
Hawai`i County Council
Hilo, Hawai`i 96720
Your Committee on Finance, to which was referred Resolution No. 612-24, reports as follows:
Resolution No. 612-24, transmitted by Director of Finance Diane Nakagawa via Communication
No. 1018, dated August 28, 2024, authorizes the acceptance of twenty-six portable generators from the
State of Hawai`i, Department of Defense, Hawai`i Emergency Management Agency.
This donation to the Civil Defense Agency, with an estimated value of$15,619.47, would be used to
enhance the department's local emergency capabilities.
Civil Defense Administrative Officer Barry Periatt was present in Chambers.
Acting Committee Chair Cindy Evans asked if the stockpile of generators are in relation to climate
change and recent natural disasters, specifically the Public Safety Power Shutoffs (PSPS)program.
Mr. Periatt answered that the generators were in excess and sitting in the State of Hawai`i Emergency
Management Agency's Warehouse, and elaborated that after the Lahaina fires the agency distributed
those generators to the counties. Mr. Periatt added that the PSPS is also being addressed and Civil
Defense has been testing the generators to ensure adequate power would be supplied to potentially
affected areas.
Pursuant to 13-12, Hawai`i County Charter, the Council may accept gifts of donations of money,
securities or other personal property or of real estate or any interest in real estate. In addition,
Section 2-162(a), Hawai`i County Code, states that any gifts or donations of money, securities, or
personal property which fall within the capitalization procedures of the Department of Finance may be
accepted by resolution approved by the Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 612-24, and
recommends its adoption.
Ikh
AYES NOES ABS EX Respectfully submitted,
EVANS X
GALIMBA X COMMITT E ON FINANCE
INABA X
KAGIWADA X
KANEALI`I-KLEINFELDER X
KIERKIEWICZ x MAT N LI`I-KLEINFELDER,
KIMBALL X CHAIR
LEE LOY X FC REPORT NO.: 195
VILLEGAS x ADOPTED: OCT 0 2 2024
