REQUEST: <br />Please submit the attached bill to amend Ordinance No. 24-32, as amended, the Operating Budget for the County of Hawaii for the <br />Fiscal Year ending June 30, 2025, to add Emergency Solutions Grant Program (ESG) revenue and appropriate the same for the <br />General Fund, as follows: <br />010.3301.XX ESG Program $ 271.806 <br />010.9XX.59XX.XX ESG Projects, Misc. Contract Services $ 251,421.00 <br />010.9XX.XXXX.XX ESG Administration $ 20,385,00 <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The overall ESG Program provides funding to (1) engage homeless individuals and families living on the streets, (2) improve the <br />number and quality of emergency shelters for homeless individuals and families, (3) help operate these homeless shelters, (4) provide <br />essential services to shelter residents, (5) rapidly rehouse homeless individuals and families, and (6) prevent families/individuals from <br />becoming homeless. <br />These funds are eligible for use in these specific program components: street outreach, emergency shelter, homelessness prevention, <br />rapid re -housing assistance, and the Homeless Management Information System (HMIS), with a limitation of 60% of the total allocation <br />for street outreach and emergency shelter activities. Also, there is a 100% matching requirement of cash, real property or materials, <br />and volunteer services. <br />This appropriation reflects the actual ESG Program funds from the U.S. Housing and Urban Development (HUD), for the PY2024 <br />received by the County of Hawaii, administered by the Office of Housing and Community Development (OHCD). <br />In the past years, the State of Hawaii's Department of Human Services, Homeless Division accepted the ESG Program funds from <br />HUD, for services in the neighbor islands. However, for PY2024, the State has denied the entire allocation of ESG Program funds, <br />which led to HUD inviting the neighbor island counties to accept the ESG funds. Only the County of Hawaii and County of Maui <br />accepted the offer, thus the.OHCD will be administering this program for the first time. <br />DATE: l <br />nt Head <br />
