(a) The council or director may establish a visitor destination area by ordinance, <br />pursuant to section 25-2-43, if the following criteria are met: <br />There is a high concentration of transient accommodation rentals in the area, <br />The area has the capacity to handle increased visitor activity with adequate <br />infrastructure; and <br />There is insufficient availability of resorts or hotels in the area to meet tourism <br />demand. <br />Property owners within the proposed visitor destination area, along with <br />neighboring properties within a three -hundred -foot radius, shall be notified by mail <br />and invited to a community outreach meeting convened by the initiator of the bill to <br />gather input before the bill to establish a visitor destination area is introduced." <br />AK:kj <br />
