REPORT OF THE <br />POLICY COMMITTEE ON INFRASTRUCTURE AND ASSETS <br />DATE: October 1, 2024 <br />PLACE: Hilo, Hawaii <br />TIME: 9:06 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 1046/13ill No. 204 <br />Your Policy Committee on Infrastructure and Assets, to which was referred Bill No. 204, reports <br />as follows: <br />Bill No. 204, transmitted by Public Works Director Stephen M. Pause via Communication <br />No. 1046 dated August 26, 2024, amends Chapter 24, Article 10, Division 1, of the Hawaii <br />County Code 1983 (2016 Edition, as Amended), relating to speed limits. <br />This bill establishes County speed limits of either 25 or 35 miles per hour for certain portions of <br />the Akoni Pule Highway between Highway 250 and Pololu Valley Lookout. <br />Director Pause stated community members had concerns with the existing speed limits and <br />expressed the need for reduction near the school. In addition to the reduction of speed limits, the <br />installation of additional traffic calming strategies such as flashing beacons, street markings, and <br />an elevated crosswalk are pending completion of the nearby re -paving project. <br />Committee Member Holeka Inaba requested clarification of the map attached to Communication <br />No. 1046.
