RESOLUTION NO. 694 24 RESOLUTION AUTHORIZING THE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT TO AWARD FUNDS TO VARIOUS ORGANIZATIONS FOR PROGRAMS ADDRESSING AFFORDABLE HOUSING WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii County Code (2016 Edition as amended) states, Grant awards in excess of $25,000 to nonprofit organizations shall specifically identify the organization receiving the grant funds and the purpose for which the grant funds shall be used in a resolution; and WHEREAS, Chapter 2, Article 25, Section 2-136 of the Hawaii County Code states, "nonprofit organization" means an organization that is registered and in good standing in the State of Hawaii as a nonprofit organization and maintains a 501 (c)(3) charitable designation from the Internal Revenue Service; and WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Hawaii County Code (2016 Edition as amended) states, Grant awards in excess of $25,000 to organizations that do not qualify as nonprofit organizations shall specifically identify the purpose for which the funds shall be used in a resolution and be subject to competition in compliance with chapter 103D of the Hawaii Revised Statutes; and WHEREAS, in March 2024, two public meetings were held to gather community feedback on the County's affordable housing needs; and WHEREAS, on May 1, 2024, the Office of Housing and Community Development (OHCD) issued a Request for Proposals ("RFP") to solicit qualified proposals to assist the County of Hawaii with carrying out the affordable housing goals and priorities; and WHEREAS, the project proposals were reviewed in accordance with the Affordable Housing Production Program Administrative Rules §3-4 Grant Selection Process; and
