COUNTY OF HAWAII RESOLUTION NO. `d"02 24 • A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GOING HOME HAWAI`I FOR ITS HAWAI`I COUNTY SEQUENTIAL INTERCEPT MODEL REPORT. WHEREAS, the Going Home Hawaii is a 501(c)(3) nonprofit organization created to assist justice -involved men, women, and youth with integration into community life through employment, education, housing, and appropriate services; and WHEREAS, the "Sequential Intercept Model" (SIM), developed by the Substance Abuse and Mental Health Services Administration, is a tool designed to map the intersection of behavioral health and justice systems, outlining how individuals with behavioral health and substance use disorders move through the criminal justice system; and WHEREAS, the SIM is supported by local organizations focusing on behavioral health and justice information, which includes Going Home Hawaii Consortium; and WHEREAS, Going Home Hawaii is requesting funds for contracted services that include a formal presentation of findings and reports, and the publication of the final report; and WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to improve the criminal justice system by identifying areas of need and working collaboratively with other criminal justice agencies and the community; and WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 5 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Going Home Hawaii for expenses related to its Hawaii County Sequential Intercept Model Report. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
