cs,H4l�< <br />COUNTY OF HAWAI`I STATE OF HAWAI`I <br />f M9 • rr <br />7r� of •N, <br />RESOLUTION NO. 706 24 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAIIAN <br />VOLCANO EDUCATION AND RESILIENCE INSTITUTE TO SUPPORT ITS DIGITAL <br />RESILIENCE AGAINST DISASTERS FOR ISLAND COMMUNITIES TRAINING <br />PROGRAM. <br />WHEREAS, Hawaiian Volcano Education and Resilience Institute (HVERI) is a <br />501(c)(3) nonprofit organization whose mission is to improve disaster preparedness, response, <br />and recovery through volcano education and resilience network building; and <br />WHEREAS, HVERI's Digital Resilience Against Disasters for Island Communities <br />training program offers a free, multi -level training called Social Media Moderator in Disasters <br />(SMMID) that is designed to increase the resilience of Hawaii Island communities and improve <br />disaster response capabilities by establishing an island -wide network of online Digital Resilience <br />Hubs and deploying qualified, pre -trained and certified volunteers to help facilitate <br />communication and coordination during emergencies; and <br />WHEREAS, the SMMID training includes moderating a custom-made disaster <br />simulation to achieve the highest certification level (Level 3-Luna), which would qualify an <br />individual for a lead position of a potential Digital Resilience Hub online presence; and <br />WHEREAS, the Digital Resilience Against Disasters for Island Communities training <br />program uses verified, community -sourced information to provide reliable, actionable <br />intelligence to the Hawaii County Civil Defense Agency and other governmental agencies; and <br />WHEREAS, HVERI is requesting funds to cover the costs of the SMMID training for <br />this fiscal year, which includes simulation setup, scenario development, printed and digital <br />materials, certification printing, and necessary communication and coordination software to <br />facilitate the onboard of certified volunteers to lead an online Digital Resilience Hub, inclusive <br />of Council District 1; and <br />WHEREAS, one of the goals of the Department of Liquor Control is to support public <br />programs that promote the safety and well-being of the community in a drug- and alcohol -free <br />environment; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 1 will be appropriated to the Department of <br />Liquor Control to provide a grant to the Hawaiian Volcano Education and Resilience Institute to <br />support its Digital Resilience Against Disasters for Island Communities training program. <br />
