Section 342D-72, Hawaii Revised Statutes, is <br />2 amended by amending subsection (a) to read as follows: <br />3 "(a) [BefeL=e] Except as otherwise provided in section <br />4 342D- before January 1, 2050, every cesspool in the State, <br />5 excluding cesspools granted exemptions by the director of health <br />6 pursuant to subsection (b), shall be: <br />7 (1) Upgraded or converted to a director -approved <br />8 wastewater system; or <br />9 (2) Connected to a sewerage system." <br />10 PART III <br />11 SECTION 4. There is appropriated out of the general <br />12 revenues of the State of Hawaii the sum of $ or so <br />13 much thereof as may be necessary for fiscal year 2025-2026 to <br />14 implement the cesspool compliance pilot grant project <br />15 established pursuant to Act 153, Session Laws of Hawaii 2022. <br />16 The sum appropriated shall be expended by the department of <br />17 health for the purposes of this part. <br />18 SECTION 5. In accordance with section 9 of article VII of <br />19 the Hawaii State Constitution and sections 37-91 and 37-93, <br />20 Hawaii Revised Statutes, the legislature has determined that the <br />21 appropriations contained in H.B.
