REQUEST: <br />10/30/2024 <br />808-932-2903 <br />Hawai'i Fire Department requests approval to enter a Mutual Aid Agreement with the U.S. Army Garrison <br />Pohakuloa Training Area (PTA) Fire and Emergency Services (F&ES) to enable resource -sharing, joint <br />emergency response, and training opportunities for fire prevention and protection across designated areas. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />2. <br />3. <br />4 <br />This Mutual Aid Agreement formalizes a collaborative approach to fire prevention, emergency response, and <br />firefighter training between the U.S. Army Garrison Pohakuloa Training Area (PTA) and the Hawaii County <br />Fire Department. By establishing a framework for shared resources, response capabilities, and training <br />opportunities, this agreement supports a seamless integration of efforts to enhance public safety and <br />mitigate risks across both military and civilian jurisdictions. Aligned with the authority under Section 1856a, <br />Title 42 of the United States Code, this agreement secures mutual aid in fire prevention, life and property <br />protection, and specialized emergency services. Under its provisions: <br />The PTA Fire and Emergency Services (F&ES) will dispatch equipment and personnel to support Hawaii <br />County, with a primary focus area covering the critical Highway 200 corridor and surrounding Iocations.The <br />Army will consider responding beyond this area in cases when requested from the Hawaii Fire Department. <br />Hawaii County Fire Department resources will be dispatched to assist PTA areas of responsibility, including <br />the Keaukaha Military Reservation, Kawaihae Port Facility, and Kilauea Military Camp. <br />Provisions ensure that both parties maintain discretion in rendering assistance, with mutual understanding to <br />refrain from fees for services provided. <br />Communication protocols are in place to handle public information requests, respecting Department of <br />Defense policies and ensuring appropriate media coordination through each agency's designated public <br />information officer. <br />This agreement also facilitates joint training efforts, permitting personnel from both agencies to engage in <br />cross -training and facility usage on a space -available basis. These opportunities for skill development <br />strengthen interagency goIlaboration and ensure that responders are well -prepared for emergencies across <br />a wide range of scenarios, from structural fires to hazardous material containment. <br />By fostering an environment of reciprocal support and operational alignment, this agreement underscores a <br />shared commitment to public safety and professional excellence in fire and emergency services across <br />military and civilian communities. <br />
