In this role, he <br />supports SSFM personnel and office affairs, serves as the principal point -of -contact for SSFM's Hawaii <br />Island clients, and provides project management services on specific projects. He maintains a close <br />relationship with all government agencies on the Island of Hawaii and serves as a member of SSFM's <br />government affairs group. Also serves as an "emeritus" adviser on Hawaii State Government and County <br />of Hawaii Government Affairs. <br />OTHER WORK EXPERIENCES <br />Department of Transportation, Highways Division, State of Hawaii (January 1996 through December <br />1998), Division Administrator <br />Directed the administration and operations of the Highways Division including Engineering, Construction, <br />Maintenance, Administration, Property Management, Traffic Operations, and Motor Carrier Safety. <br />Resources included: 1000 employees, $160 million operating budget, and $400 million Capital <br />Improvement Budget. Key accomplishments included the following: <br />• Lead Manager and author for the Albizia Emergency Mitigation, Management & Financial Plan, <br />November 2015; updated in 2023 <br />• Initiated Hawaii's first moveable barrier Zipper lane project on the island of Oahu. <br />• Initiated Hawaii's Highway Intelligent Transportation System project. <br />• Directed the statewide training and design workshop for staff engineers from State, County and <br />private sector to include an instruction manual. <br />• Completed and dedicated the H-3 new Interstate Highway within the funding allocated and on <br />time. <br />• Completed the Kalanianaole Highway Improvements, a project with much delay and political <br />problems. <br />Department of Transportation, Highways Division, Hawaii District, State of Hawaii (1990 to 1995), District <br />Engineer <br />Directed the operations of 130 personnel and a $9-million budget on the Island of Hawaii to include: <br />Engineering, Traffic Operations, Maintenance, Capital Improvements, Motor Vehicle Carrier Safety and <br />Administration. <br />Authored the Hawaii District Maintenance Staffing Physical Plant Report which identified staffing for its <br />physical plant and inventory. <br />Department of Public Works, County of Hawaii (1984 to 1990), Chief Engineer (Director) <br />Directed and administered the activities of seven (7) divisions, including Engineering, Buildings, <br />Wastewater, Solidwaste, Traffic, Automotive, and Highway Maintenance. This Department included a <br />total of 400 employees with a $30-million budget. Introduced and initiated Maintenance Managements <br />Systems in Wastewater, Solidwaste and Highway Maintenance operations. <br />Directed the Public Works Maintenance Staffing Physical Plant Report which identified staffing for its <br />physical plant and inventory. <br />
