RKaupulehuREZ.jma. 3.7.23 <br />COUNTY OF HAWAI`I PLANNING DEPARTMENT <br />RECOMMENDATION <br />KA`UPULEHU LAND LLC <br />CHANGE OF ZONE APPLICATION (PL-REZ-2022-00003.9) <br />Upon careful review of the request against the guidelines. for granting a change of zone, <br />the Planning Director is recommending that a favorable recommendation of the Change of <br />Zone requests be forwarded to the County Council. Since this recommendation is made <br />without the benefit of public testimony, the Planning Director reserves the right to modify and/or <br />alter this position based upon additional information presented at the public hearing. This <br />favorable recommendation is based on the following findings: <br />The applicant is requesting a Change of Zone from an Agricultural-5 acre (A-5a) <br />zoning district to a Neighborhood Commercial-10,000 square feet (CN-10) zoning <br />district for 2.325 acres of land and from an Agricultural-5 acre (A-5a) zoning district to a <br />Residential Agri cul tural-0. 5 acre (RA-0.5a) zoning district for 3.024 acres of land. The <br />applicant has submitted a concurrent request for a State Land Use Boundary Amendment <br />from Agricultural to Rural for an approximately 2.653-acre portion of the property <br />located generally where the proposed RA-0.5a is situated. <br />The land area proposed for CN-10 zoning would allow a maximum density of 10 <br />lots with a minimum lot size of 10,000 square feet, while the area proposed for RA-0.5a <br />zoning would allow a maximum density of 6 lots with a minimum lot size of 0.5 acres. If <br />the requested land use entitlement changes are approved, the applicants propose to <br />subdivide the property into a total of 8 lots, consisting of 3 retail/commercial lots fronting <br />Mamalahoa Highway and 5 residential agricultural lots south of the commercial <br />development in the RA -zoned area. <br />The commercial lots are anticipated to be between I/z- to 1-acre in size, to be <br />developed with three 1-and 2-story mixed retail and commercial/office buildings, having <br />a gross leasable floor area of approximately 18,600 square feet. Parking and service areas <br />are proposed to the rear of the commercial buildings, accessed by two new driveways <br />from Mamalahoa Highway. <br />
