REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: January 7, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:01 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 52 <br />Your Committee on Governmental Operations and External Affairs, to which was referred <br />Communication No. 52, reports as follows: <br />Communication No. 52, transmitted by Mayor C. Kimo Alameda, dated December 10, 2024, <br />requests the Council's review and confirmation of Benson P. Medina as Director of Research & <br />Development. <br />Mayor Alameda was present in the Hilo Chambers to introduce Mr. Medina, who was also <br />present in the Hilo Chambers, to the Committee. <br />Mr. Medina spoke about generational kuleana and shared his top priorities: take care of the <br />employees in his department so that they can do the job they were hired to do, create resources <br />and opportunities in our County, and find out what is the cutting edge of technology and <br />innovation and how will we leverage that for our County. <br />Multiple Committee Members spoke in favor of the appointment. <br />Pursuant to Article VI, Chapter 8, Section 6-8.2 of the Hawaii County Charter, the Director of <br />Research and Development is appointed by the Mayor and confirmed by the Council. <br />Your Committee on Governmental Operations and External Affairs is in accord with the purpose <br />and intent of Communication No. 52, and recommends confirmation of the appointment of <br />Benson P.
