COUNTY OF HAWAII STATE OF HAWAII <br />1TEoiwâ–º <br />RESOLUTION NO. ' G9 25 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO ASSIST THE DEPARTMENT OF PARKS AND <br />RECREATION WITH EXPENSES RELATING TO THE 32ND ANNUAL WAIMEA <br />CHERRY BLOSSOM HERITAGE FESTIVAL. <br />WHEREAS, since the seventh century, the Japanese tradition of hanami (literally <br />translated to "look at flower" or, more aptly, "cherry blossom viewing party") has been <br />recognized worldwide through festivals that celebrate the beginning of spring season while <br />appreciating the fleeting beauty of nature; and <br />WHEREAS, the first cherry tree came to Waimea in 1953 and the Waimea Cherry <br />Blossom Heritage Festival ("the Festival") was founded in 1994 to highlight the blooming of <br />cherry trees at Church Row Park; and <br />WHEREAS, through the years, the Festival has evolved into a signature attraction to the <br />Waimea community with a range of multicultural events throughout the town, such as taiko <br />drumming, an arts and crafts fair, exhibitions, performances, and food booths; and <br />WHEREAS, the Department of Parks and Recreation estimates that the Festival is <br />attended by approximately 20,000 residents and off -island visitors, contributing an economic <br />boost to local businesses and vendors; and <br />WHEREAS, the Council District 9 office seeks to provide funding to the Department of <br />Parks and Recreation, Culture and Education Division to support this largely attended, annual <br />Festival held on February 1, 2025; and <br />WHEREAS, the Department of Parks and Recreation is requesting funds for expenses <br />relating to multimedia outreach materials and production of the souvenir program booklet for the <br />Festival; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 9 will be appropriated to the Department of <br />Parks and Recreation for expenses related to the 32nd Annual Waimea Cherry Blossom Heritage <br />Festival. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
