REPORT OF THE COMMITTEE ON <br />GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br />DATE: February 4, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 9:00 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. No. 101 <br />Your Committee on Governmental Operations and External Affairs, to which was referred Communication <br />No. 101, reports as follows: <br />Communication No. 101, transmitted by Mayor C. Kimo Alameda, dated January 14, 2025, requests the <br />Council's review and confirmation of Wendy Sue Botelho to the Police Commission. <br />Executive Assistant to the Mayor Micah Alameda was present in the Hilo Chambers to introduce Ms. Botelho, <br />who was also present in the Hilo Chambers, to the Committee. Mr. Alameda gave a detailed introduction, <br />including outlining the responsibilities of the Police Commission and mentioned her extensive history of <br />community service and recognition especially with regards to her involvement with the YMCA. <br />Committee Member Dennis "Fresh" Onishi mentioned that there used to be a Hawaii Police Activities League <br />and it was taken away by prior police leadership and he encouraged Ms. Botelho to see about reinstating it. <br />Committee Members Ashley Kierkiewicz and Holeka Inaba spoke in favor of the appointment. <br />Committee Chair Jenn Kagiwada spoke about the responsibly of the Commissioners in the County Charter to <br />advise the Chief of Police on police -community relations. She encouraged Ms. Botelho to use her skills within <br />community relations to support the police and the immigration community right now to help mitigate concerns <br />stemming from current events at the National level. <br />Pursuant to Article VII, Chapter 2, Section 7-2.2 of the Hawaii County Charter, members of the Police <br />Commission shall be appointed by the Mayor and confirmed by the Council. <br />Your Committee on Governmental Operations and External Affairs is in accord with the purpose and intent of <br />Communication No. 101, and recommends confirmation of the appointment of Wendy Sue Botelho to the <br />Police Commission. <br />slm <br />=M=® <br />Respectfully submitted, <br />COMMITTEE ON GOVERNMENTAL <br />EXTERNAL <br />JEA KAGAVABA, CHAIR <br />GOEAC REPORTNO.: A2O <br />ADOPTED: <br />
