REQUEST� <br />Requesting a Resolution approving the authorization of the Mayor of the County ofHawaii to execute and submit the <br />2O25'2U29Consolidated Plan, which includes the 2O25Annual Action Plan and other related documents bothe U.S. <br />Department ofHousing and Urban Development (HUD) for the Community Development Block Grant <br />' <br />Emergency Solutions ��nant(ESG).Home |nveennentPadnemhipo(H(]8X| ). and Housing Trust Fund <br />'HTF) programs. <br />B. <br />BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)� <br />The 2O25-2O2SConsolidated Plan ise requiredshategicdpcumentfortheCountyofHawa/ibzrmceivefedena|pnoQrann <br />funds from HUD. It identifies the County's housing and community development needs, setting priorities to support low - <br />and moderate -income households, The plan also outlines how federalresources will bautilized bzmeet its housing, <br />special needs, homeless, and community development goals in a way that improves the availability and affordability of <br />decent, safe and sanitary housing within asuitable living environment. <br />The Consolidated Plan includes the following federal funds: <br />CDBGfunds will be utilized to encourage the development of viable communities by providing decent housing, suitable <br />and safe living environments benefiting persons nflow and moderate income throughout the island ofHawaii, <br />The ESG program is an allocation from HUD that is typically allocated to the State Department of Human Services <br />Homeless Programs Office. However, because the State has declined the funding, the E8G funds are instead being <br />distributed amongst Kauai, Maui, and Hawaii Counties, <br />The ESG program's primary objective is to support activities that provide basic shelter and essential supportive services <br />to individuals experiencing homelessness or at -risk of becoming homeless- <br />TheHDN1EandHTFPnoQnams are anallocation from HUD, through the State ufHawaii Housing Finance and <br />Development Corporation (HHFDC)received every three years on o rotation basis between Kauai. Maui and Hawaii <br />Counties. The County's next allocation of HOME and HTF funds will be in PY2027, <br />The HOME Program creates affordable housing for low-income households through a wide range of activities including <br />building, buying, and/or rehabilitating affordable housing for rent or homeownership or providing direct rental assistance to <br />low-income people, <br />The HTPProgram funds are used for the production ofaffordable housing through the mcquiait|on,new uonutruobon <br />naconntcUon.and/orreh�biUbationofnon�uxuryhoumingvvi�heuitab|eaman�ieo.Thesefundap�h <br />families <br />m��esmiut� <br />m <br />that meet the requirements cf extremely -low income or3Opercent ofthe AKA(. <br />
