WHEREAS, the Annual Action Plan is a yearly plan that includes the actual projects and <br />activities that will be carried out with the County's CDBG, ESG, HOME and HTF funds; and <br />WHEREAS, the CDBG, ESG, HOME and HTF projects and activities must meet the priorities <br />and objectives as described in the Consolidated Plan; and <br />WHEREAS, it is required by HUD that the County of Hawaii submit certifications assuring <br />conformance to related rules, regulations and laws of the CDBG, ESG, HOME and HTF Programs; <br />and <br />WHEREAS, a timely submission of the Consolidated/Action Plan for CDBG, ESG, HOME and <br />HTF funds, in accordance with appropriate federal regulations, is necessary; and <br />WHEREAS, a copy of the 2025-2029 Consolidated Plan containing the 2025 Annual Action <br />Plan is available on the County of Hawaii Office of Housing website; and <br />WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that County departments obtain <br />the consent of the Council to enter into agreements with the federal or state governments respecting <br />action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any <br />funds or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAFI, in accordance with <br />section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to <br />execute, on behalf of the County, an agreement and related documents with the United States <br />Department of Housing and Urban Development and the State of Hawaii Housing Finance and <br />Development Corporation for the 2025 CDBG, ESG, HOME and HTF funds. <br />BE IT FURTHER RESOLVED that the Mayor of the County of Hawaii is hereby authorized to <br />execute and submit the 2025-2029 Consolidated Plan and 2025 Annual Action Plan and all other <br />related documents and agreements necessary in order for the County to receive its CDBG, ESG, <br />HOME and HTF Program funding allocations from the United States Department of Housing and <br />Urban Development and State of Hawaii Housing Finance and Development Corporation. <br />BE IT FURTHER RESOLVED that the County shall utilize the CDBG, ESG, HOME and HTF <br />funds in accordance with program rules and regulations. <br />
