COUNTY OF HAWAII <br />RESOLUTION NO. <br />STATE OF HAWAII <br />1.35 2.5 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE GRASSROOTS <br />COMMUNITY DEVELOPMENT GROUP FOR THE 2025 HILO LEI DAY FESTIVAL. <br />WHEREAS, the Grassroots Community Development Group is a 501(c)3 nonprofit <br />organization with a mission to strengthen our communities through the cooperative development <br />of programs and services for East Hawaii; and <br />WHEREAS, the Hilo Lei Day Festival has been held for 20 years in downtown Hilo to <br />celebrate lei culture and is scheduled for May 1, 2025, at Kalakaua Park; and <br />WHEREAS, the Annual Hilo Lei Day Festival is a free, family -friendly community <br />event that shares and celebrates our rich cultural heritage by perpetuating the practice of <br />traditional lei making; and <br />WHEREAS, Grassroots Community Development Group is working in partnership with <br />Hilo Lei Day Festival to increase awareness of the culture and history of Hawaii Island; and <br />WHEREAS, Grassroots Community Development Group is requesting funds for lei <br />materials and supplies, renting a sound system, insurance, facility rental usage, and videography; <br />and <br />WHEREAS, the Department of Parks and Recreation supports this event as it is in <br />keeping with the goals and objectives of the department to provide a diversified recreation <br />program that addresses the needs and interest of the respective communities in a safe <br />environment; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 2 will be appropriated to the Department of <br />Parks and Recreation to provide a grant to Grassroots Community Development Group for the <br />2025 Hilo Lei Day Festival. <br />BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby <br />transfers/appropriates the following amount as set forth below: <br />
