REPORT OF TAE <br />DATE: April 1, 2025 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 3:34 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Bill No. 37, reports as follows: <br />Bill No. 37, transmitted by Finance Director Diane Nakagawa via Communication No. 184, dated <br />March 13, 2025, amends Ordinance No. 24-32, as amended, the Operating Budget for the County of <br />Hawaii for the fiscal year ending June 30, 2025. <br />This bill increases revenues in the Fund Balance from Previous Year account ($70,000,000); and <br />appropriates the same to the Provision for Compensation Adjustment -General account. Funds would <br />be used to pay for Temporary Hazard Pay for all covered employees for work performed during the <br />COVID-19 pandemic from March 2020 to March 2022. <br />Finance Director Diane Nakagawa provided background on this matter. <br />Committee Members Ashley Kierkiewicz, Holeka Inaba, and Committee Chair Matt Kdneali`i- <br />Kleinfelder disclosed that they have relatives who will be receiving these benefits. <br />Committee Member Heather Kimball highlighted the challenges the department will experience when <br />calculating payments for each employee and questioned how comfortable they were with the <br />appropriated amount. Ms. Nakagawa stated that with the data provided, the estimate is conservative. <br />Ms. Kimball asked if the use of the word "conservative" meant an over -estimation.
