REPORT OF THE COMMITTEE ON <br /> GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS <br /> DATE: April 15, 2025 Re: Comm.No.229 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 9:01 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo,Hawaii 96720 <br /> Your Committee on Governmental Operations and External Affairs,to which was referred <br /> Communication No. 229,reports as follows: <br /> Communication No. 229,transmitted by Mayor C. Kimo Alameda, dated March 27,2025, <br /> requests the Council's review and confirmation of the nomination of Maya K. Goodoni to the <br /> Public Access, Open Space, and Natural Resources Preservation Commission(PONC). <br /> Executive Assistant to the Mayor Micah Alameda was present in the Kona Chambers to <br /> introduce Ms. Goodoni, who was also present via remote technology,to the Committee. <br /> Committee Member James Hustace asked Ms. Goodoni for her thoughts on watershed <br /> management. Ms. Goodoni said that there are so many factors that go into watershed <br /> management and that it is important to consider all aspects, and their various importance within <br /> the bigger picture. Member Hustace then asked about her experience with dry forest restoration <br /> and her community service activities. Ms. Goodoni shared about the volunteer work she did <br /> with the Waikoloa Dry Forest,the Three Mountain Alliance in Hilo, and the Nature <br /> Conservancy in Kiholo. <br /> Committee Member Heather Kimball mentioned the need for improvement to the PONC <br /> process and that the stewardship grants process needs to be evaluated. <br /> Committee Member Rebecca Villegas spoke in favor of the appointment. <br /> Committee Chair Jenn Kagiwada said that as most of our PONC properties are shoreline or <br /> costal lands and that she appreciated the comment Ms. Goodoni mentioned that spoke of the <br /> importance of properly managing and protecting watershed lands mauka. <br /> Pursuant to Chapter 2,Article 42, Section 2-215 of the Hawai`i County Code,members of the <br /> Public Access, Open Space, and Natural Resources Preservation Commission shall be appointed <br /> by the Mayor and confirmed by the Council. <br /> GOEAC Report No.38 <br />
