JNSVfus 114 COUNTY OF HAWAII t STATE OF HAWAI`I 1TE gf•N,i RESOLUTION NO. 1.47 25 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HILO BAYFRONT TRAILS TO PURCHASE A DEVICE THAT COUNTS PEDESTRIANS AND CYCLISTS. WHEREAS, Hilo Bayfront Trails is a 501(c)(3) nonprofit organization dedicated to planning, developing, and advocating for a comprehensive, environmentally responsible, and accessible multi -modal trail system in Hilo and East Hawaii; and WHEREAS, the team of volunteers for Hilo Bayfront Trails have created over two miles of multi -use paths in Hilo and want to expand the trails to serve even more community members but are lacking accurate data on how the trails are being used; and WHEREAS, Hilo Bayfront Trails is requesting funds to purchase a device that counts pedestrians and cyclists in order to collect data and monitor trail activity; and WHEREAS, the Department of Parks and Recreation provides diversified recreational activities that address the needs and interests of the respective communities in a safe and welcoming environment; and WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 2 will be appropriated to the Department of Parks and Recreation to provide a grant to Hilo Bayfront Trails to purchase a device that counts pedestrians and cyclists. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
