VAOF #,4 t <br />COUNTY OF HAWAI`I - STATE OF HAWAI`I <br />1rE Cs•N�'i, <br />RESOLUTION NO. <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO LALAKEA <br />FOUNDATION TO ASSIST WITH EXPENSES RELATING TO ITS HILO ALOHA <br />EVENT. <br />WHEREAS, Lalakea Foundation is a 501(c)(3) nonprofit organization whose mission is <br />to perpetuate Native Hawaiian arts and spiritual practices, including hula, chant, and attendant art <br />forms; and <br />WHEREAS, Lalakea Foundation hosted its inaugural Hilo Aloha, a free event held on <br />April 23-26, 2025, at the Hilo Palace Theater; and <br />WHEREAS, Hilo Aloha provided a platform to celebrate and uplift the cultural and <br />economic well-being of our local community by showcasing the best of Hilo's local artists, <br />performers, and vendors to all visitors here for the Merrie Monarch Festival; and <br />WHEREAS, Hilo Aloha featured a mdkeke (market) and daily presentations and <br />programs like "Kupu Na `Opio: Celebrating Emerging Youth Leaders" and "Pae Aku Na Wa`a: <br />Sharing Voyaging Traditions"; and <br />WHEREAS, Lalakea Foundation is requesting funds for a reimbursement of expenses <br />for the honorarium provided to speakers, presenters, and performers at its Hilo Aloha event; and <br />WHEREAS, the Department of Research and Development supports programs and <br />community initiatives that engage international, national, and local partners to promote and share <br />the Native Hawaiian culture and history with Hawaii Island residents and visitors; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 5 will be appropriated to the Department of <br />Research and Development to provide a grant to Lalakea Foundation for a reimbursement of <br />expenses related to its Hilo Aloha event. <br />
