A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO LALAKEA FOUNDATION TO ASSIST WITH EXPENSES RELATING TO ITS HILO ALOHA EVENT. WHEREAS, Lalakea Foundation is a 501(c)(3) nonprofit organization whose mission is to perpetuate Native Hawaiian arts and spiritual practices, including hula, chant, and attendant art forms; and WHEREAS, Lalakea Foundation hosted its inaugural Hilo Aloha, a free event held on April 23-26, 2025, at the Hilo Palace Theater; and WHEREAS, Hilo Aloha provided a platform to celebrate and uplift the cultural and economic well-being of our local community by showcasing the best of Hilo's local artists, performers, and vendors to all visitors here for the Merrie Monarch Festival; and WHEREAS, Hilo Aloha featured a mdkeke (market) and daily presentations and programs like "Kupu Na `Opio: Celebrating Emerging Youth Leaders" and "Pae Aku Na Wa`a: Sharing Voyaging Traditions"; and WHEREAS, Lalakea Foundation is requesting funds for a reimbursement of expenses for the honorarium provided to speakers, presenters, and performers at its Hilo Aloha event; and WHEREAS, the Department of Research and Development supports programs and community initiatives that engage international, national, and local partners to promote and share the Native Hawaiian culture and history with Hawaii Island residents and visitors; and WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 5 will be appropriated to the Department of Research and Development to provide a grant to Lalakea Foundation for a reimbursement of expenses related to its Hilo Aloha event.
